It arrived barer than Mother Hubbard's cupboard, “In accordance with depart-
mental procedures", it had been sent to the archives at Vacaville after Popeye's
discharge, and it had been "stripped" of non-esnential material. The non-essen-
tinl included everything requested of importance. Even items that were supposed
to be retained were misoing. The 1972 letter should have been there, as well
as the remarks the board makes in a revocation hearing, the "279 form". Where
did it go?
Corrections and the board decided, after consultation, that it had never ex-
isted, Regulations did not demand one in canes where the board took no une
favorable action, and none was written in Fopeye's case. Guthrie passed this
information along and said it had come straight from the board, but would not
say who had told him. He was the new flak catcher. «asked to put it in writing,
he responded with a letter that said no 279 was required by regulations. fle

asked to say that in writing but has yet to reply.
Pro's cover-up was most thorough; he dealt with the only other file, the unit
parole file, in this manner: Immediately after his investigation began, the
' unit supervisor, Ike Kivers, had called for the file. Had someone called him
from Sacramento nbout Popeye? No. Absolutely not. Rivers had called for
the file, “out of curiosity". He had not been curious when Popeye was killed,
nor even when the newspapers quoted unnamed sources, one from the State Govern-
ment, as anaying that Poprye wits an informer; not even when he received a letter
about Popeye that seemed to threaten his life. But, that day, he wes curious.
