A request to interview Bill Fredericks of the SS was referred to Phil Guthrie,
assistant Director of Corrections for Public Information. Ile, the director,
and George Jackson, another Assistant Director, considered the matter. Coll-
eftive decision making had come to Corrections and the collective decision
was no, Fredericks would not he available for an interview. Guthrie: "...we
are not prepured to authorize an interview with Mr. Fredericks of our Special
Services Unit. As you probably know, this unit functions as a liason service
with various law enforcement agencies, and it receives some information devel-
eped from informanta and other police intelligence sources. Such information,
much of it speculative or unreliable, cannot properly be discussed in any pub-
lic context." So, much SS information wan speculative or unreliable. Defense
Attorneys should remember this when confronted. with their secret reports.
Guthrie would, however: "...be happy to cooperate with you in providing all
public record type information" from Popeye's file. The documents requested
included the minutes of the revocation hearing and anything else pertaining to
that event, copy of the letter Popeye had written directly to the board at the
time of the 1972 guns and hot car beef, and some others of no consequence.
Unfortunately, everything of importance was mysteriously missing from the Sacra-
mento file. Guthrie couldn't understand why but it was of no importance, the
Central file at Region office would have everything, and Guthrie would send for
