A congressional program was adopted in ‘4916 inoluding measures to oppose universal and compulsory militery serviee *« *« * end to formulate the principle that foreign investments ghould be mde without claim to military protection. ; Under an arrangement made at The Hague Congress, delegates were appointed to attend the Second Peace Con- ference which was held in Zurich, Switzerland, in 1919. At the Zurich Congress the name of the organizetton was changed to "women's International League for Pesce and Freedom". Miss Addams was reeboted International Presi- dent of the organization. In January 1920, & delegetion wes sent to Washington from the United Stetes Section of the W.I.Le (this being the abbreviation adopted by the Women's International League for Peace and Freedom, to designate their organization) to present in person to the Btate Department protest against "the blockade” and the de- portation of those designated as "rede"; against "som- pulsory militery training a8 & feature in the plens for reorganization of the United States Army} and en "appeal for the release of political offenders and conscientious objectors and an appeal for the release and return to their homes of all prisoners of war in all countries".
