‘ ny ® Director, FBI 1/11/51 Sac, New York BORIS BYKOV, was: Borris Bykov, Borris Hertz, Colonel Bykov UNSOLVED SITUATIONS INTERNAL SECURITY - R Reference is made to Bureau letter dated )/3/hk in which it was pointed out that BORRIS BYKOV was zaentioned by WALTER G. ERIVITSKY, a former head of Soviet "ilitary Intelligence over Viestern Burope, in his testimony before the Dies Comittee in 1939 as the individual who was in charge of Soviet ‘Military Intelligence in the United States from 1936 on. KRIVITSKY failed to furnish additional identifying data relative to BYKOV but left the impression that he was still in charge of Soviet Military Intelligence in the United States during 1939. Subsequent to KRIVITSKY'S death, Mrs. KRIVITSKY, knowm as TCHIA GINSBERG, advised SUZANNS LA FOLLETTE, a close associate of her deceased husband, that a Golonel BYKOV had worked with KRIVITSKY in Italy as an agent of the Soviet “ilitary Intelligence and was later placed incharge of the activities of that organization in the United States. rs. KRIVITSKY described BYKOV in 1939 as about lO ydars of age and dark red hair, medium height, browm eyes with hick browm eyebrows and eyelashes. She stated that he had very red skin ecs- pecially about his necl: andwas always talking about himself. Wita a view toverds identifying PSTE, who was JHITTAERR CHNDES! superior in Soviet Espionage, an analysis was made of the information furnished by CHAMB™?S, a review of the Mew York file on BORIS BYEOV, with aliases and a review of other files in the New York office. CZIM ERS advised that he first met PETG in the Fall of 1935 in New York City in front of St. Patrick's Cathedral, He met PBTm many times after this up to early 1938 when GIA"BmS broke with the Soviets. ‘The neetings took place at various theaters in ier York.
