"The Budget Bureau in a letter to the Sub-Committee said the
courts have held retirement rights or contractual rights ‘and that
when the U. S. enters into an employment contract, it is governed by
the same laws that apply to contracts made by private citizens.!
"The Bureau further expressed Yerave doubt! anyone meeting the
conditions of the lay 'can be divested of rights which have accrued hin.!
"tThis Burean,! it said, 'believes that imposition of penalties
would be inappropriate punishment for the felonies involved and accordingly
recommend against favorable consideration to this bill by your Sub-Committee.'
"In a letter to the Sub-Committee, Chairman PHILIP YOUNG of the
Civil Service Commission also expressed the view that retirement benefits
are a contractual right.
"Representative ST. GEORGE, author of both gensral and specific
legislation applying to HISS, said he felt the HISS case 'is so notorious
and so documented that the government should not be required to contribute
funds to his retirement annuities.'"
