Those in eharge of the discussion were Tnapector Ban P. Cowley and Speciel dcent in Charge kelwin H. Purvis. "Ne were instructed to seize Dillinger bodily and under no oir eumstances to fire a shot unless campelled to do so in self defense. I was one of those delecated to seize Dillinger when he came out of the Biograph Theatre, but the plans did not work out as contemplated, end it becans necessary in self defense to nee Mream to aubdéus DAllincer, *our instructions were to Mire no shots whatsoever if same eould be avoided. These instructions were issued jointly by Mr. Cowley md Mr, Purvis, and they were in accord upon the instructions, and each tock an equal part in eutlining the plans and issuing the instructions, It was even sugcested at one time during the conference that no firearms of any mature should be taken to the scene, This sucgestion was not advanced by either Mr. Cowley er Mr. Purvis, and was not adopted.* Special Agent A, wader date of August 1, 1935 submitted the following signsd statement:
