On December 14 1960, Towers purchased her aie
ticket from England to the U and immediately engaged in
prostitution from that tine vantil they were arrested by the
York City Police Department on March 3, 1961. Towers was
charged with maintaining a disorderly house and Novotny was
charged with ae fice for the purpose of prostitution.
Towers was held on $10,000 bail and incarcerated in the Manhattan

indicated a desire to cooperate with the authorities.
Towers refused to be interviewed by FBI Agents on
March 6, 1961. On March 7, 1961, an authorized complaint was
filed before U.S. Commiss{oner (OSC) Earl Bishopp, outhern
District of New York (SDNY), charging Towers with violation
of the WSTA, Title 18, Sections 2421 and 2422, in that he
imported Maria Novotny from England to New York for the purpose
of orostitution rch 15, 1961, Towers’ bail was reduced
by New York authorities and he was released on $5000 bail.
On the same date he was arraigned before USC Earl Bishopp
SDNY, at which time bail vas set at $5000 which was posted by
Towers on the same date. April 12, 1961, Towers was indicted
by the Federal Grand Jury on five counts of the WSTA
olation of Title 18, Seedions "2421 and 2422. Towers’ case
was scheduled for lyearing | on April 25, 1961. When he appeared
before U.S. District Court Judge Charles M. Metzner, SD
and entered a plea of not guilty to the above five counts,
Judge Metzner set bail at 000, At that time Assistant U.S.
Attorney (AUSA) Alfred J. | SDNY, who handled the
