Hawkins and his informant have previousts been en-
ployed, as stated above, by Mr. Loesch at$10.00 por day, in addition
to $10.00 per week for room rent. Incident expenses incurred by
these two individuals have been paid by Mr. Loesch. The abdove
price does not include transportation and hotels, and subsiatence
in the event it is neceseary for these persons to leave the city.
Mr. Hawkins stated that he believed he could develop a great deal
of information for thia office, and would do #0 sincerely if the
Government decided to request him to do so. He stated that he
believed all of the work necessary for him to do, could be performed
in Cook County, in which event no transportation expense would be
involved.
Mr. Hawkins etated that he was sot requesting the
Goverment to give him a position, but that he felt that asa .
patriotic citizen, it was hie duty to furniah all information shich
comes to hie attention. He stated that he felt if he were wrking
for reimbursement, he could spend more time on this. He added,
however, that he would probably turn over all the information coming
into his poseession regardleas of whether he is eanployed.
I talked to Mr. Loesch privately again, after I had
talked with Hawkins, and Mr. Loesch stated that he hed faith in
Hawkins, in view of the fact that he had produced valuable information
for him in the past, and believed it would be advisable to employ hin.
Of courae, it ie obvious that a great deal of the information received
from an informant of this type could not be used, or could not be
obtained in proof form. Mr. Loesch suggested, however, that 1% might
pe termed “background” information, which might be used by investigators
to connect up warious missing links in cases, es well ap connecting
the chain of evidence.
Of course, as you know, thie man Hawkine has never
given me any information previously, and I have never heard of him before.
It might be desirable to try Hawkine and his informant out for a while
to determine what results can be gained thereby, and I will appreciate
your advising me as to your opinion in this regard.
