I wae further advised by Special Agent Guinan that the telephone
linea to apartments 211 and 101 had previously been tapped by Special agent
Nichols, and I was advised during the course of the afterncon that on the
previous evening a cell had come through from VIVIAN MATTHEWS in apartment
_ 211 to BOBBY MOORE in 101 stating that "Verne mays, ‘Put the Auburn amy'.®
After agent wes furnished this information, a conference was had
with Special Agents Keating and Guinen and I suggested that if the man in
211 failed to make his appearence by dark, machine guns ahould be placed on
the roof opposite the windows in 21] and in the hall outside the door end
that the man in 211 eahould be called by telephone and advised that he ma
surrounded by machine guns end to come out and surrender. It was eareed
that in the event he then failed to give himself up, a tear gas bomb ahould
be throm in through the windows in 211 fronting on the roof. .
agent me later advised by Spesiel dgent Guinan that the Divieion
had instructed that apartment 211 should not be "crashed" for another 24 hours
pending positive identification of VEMION MILLER.
. It was later suggested by this agent that an opportunity be given
for agent to identify MILLER in the hall before further action be taken with
the idea that he would be positively identified in the hell and apprehended
on hia return to the epartment. This question was again considered at about
8:15 on the evening of November lat after a telephone conversation hed been
heard over the tap wire, the conversation being from VIVLAN MATTHENS in 211
to BOBBY MOORE in 10] end in substance as follows: ‘Get the Auburn automobile
_ and bring it in front of the building.* When agent was advised of this con-
versation, 1t was again suggested that MILLER should te allowed to go through
the hall ao that poaitive identification could be made with the idea of causing
his apprehension at the time of hie return. Agent was advised, however, by
Special Agent Guinan that bs might not return and in thet event he would have
made hie escape.
