Assistant U.S. Attorney declined prosecution _ because of questionable mental condition.. We advised Department in view of subject's activ- ities, he should be taken out of circulation. As a result, Department contacted U.S. Attor ney's Office. ' Local authorities and RCA unwilling to | ontine subject. Newark Office taking action through Industrial Security Clearance Office seeking subject's treatment and/or coniimit- ent.
