FINE: 1 think it's a training problem. I think it's a supervision problem. | think it’s an oversight problem. And 1 think it’s a lack of adequate internal controls in auditing problem as well. ELLISON: Now, that brings me to a few questions I had for Ms. Caproni. Ms. Caproni, do you have a staff to make all the changes that are needed in order to have this program work properly? CAPRONI: I would always like more resources. ELLISON: No, I'm asking you -- that's not my point. My question is: In order to -- we could just simply 20 back to the status quo ante, back to the pre-Patriot \.1. where NSLs were authorized but not the expanded use of them that we have now. That could be one way to simply solve this problem. But my question is: At this time, do you have the staff to provide the training, provide the controls that are called for by the recommendations? CAPRONI: Ido. We're going to get some more staff that we've already discussed. We're gomg to get some more analytic help, because we think that some of this would have been detected if we had had good analytic heip so that we could see trends. But I think that we have enough lawyers. I think we can do what needs to be done. We're going to have assistance from Department of Justice lawyers for some of this, but I think we have sufficient resources. ELLISON: Ms. Caproni? If you have the sufficient resources, why didn't you use them before? ELLISON: I mean, I guess the question that comes up in my mind is that you emher don't have the resources to effectuate the changes that have been recommended, or you do: and if you do, why weren't they applied? CAPRONI: This report told us a lot that we just didn't now. I mean, I will fall on that sword again, which is, we Jearned a lot from this report, and we're going to make changes. I think I've got the personnel to do it. I think we've got the resources. We're going to make the resources available. This is important to us. It is important to us to regain the confidence of the American people and to regain the confidence of this committee. You're one of our oversight committees and you're very important to us.
