JAMES R. MAPP, President, Local Chapter, National
Association for the Advancement of Colored People (NAACP),
Chattanooga, Tennessee, on November 4;'$969, ‘made available
a letter postmarked October 31, 1969, Chattanooga, Tennessee,
and addressed to NAACP, 601 E. 9th Street, Chattanooga, Tenn-
essee. MAPP is of the opinion that the letter contained an
implied threat against ROY WILKINS, National President of the
NAACP, who was in Chattanooga for a speaking engagement on
October 29, 1969.
A preliminary investigation was instituted.
