On November 4, 1969, Special Agent
discussed the contents of this letter with
JOHN L. BOWERS, Jr., United States Attorney, Chattanooga.
Tennessee, who advised that he felt this letter might be
a violation of Title 18, Section 876, Paragraph 3. He
stated he was not completely sure at this time as to
whether or not the NAACP constituted a "person" as
listed in the stature, but stated he felt that this
matter should be investigated.
