that tt would be almost imposstble to design legtslation to cover all
the poasthilities of arrest, detention and arratgnment by the FBI or

Asstatante attend the questioning of suspects and prisoners, I pointed
out that thie would he phyatecally imposstble tn utew of the fact thet
many tines indi viduals are questioned at places where no United States
Attorney ts available.
