Misconduct of Aoenta in Coses Involving Negroes
Allegatton:
Onder date of Vay 10, 1946, Marshall wrote the Director
charging misconduct on the port of Spectal Agents of the Bureau
in conducting cases involving Megroes and interviewing Negroes.
Focts:
The Director wrote to Marshall on May 14, 1946,
assuring him that he would not tolerate any acts of niaconduct
on the part of FBI Agents and that he would conduct an imme-
dtate adminiatrative tnguiry tnto the charges if Morshall would
furnish the nanes of the persone making the complaints against
the FBI Agents. The Director went to aome length itn his letter
of May 14th to Marshell to explain that "astringent disciplinary
Getton ts taken against any Special dgent who, by any act,
prejudices the Bureau's program of conducting thorough, impor-
tial and entirely ethical and legal investigations of all
cases.” Despite the Director's request for tdentifying date
which would permit him to moke investigation tnto Marshall's
charges, and despite the Director's assurance to Marshall that
dtectplinary action would be taken where Justified, Marshall
never. answered the Director's letter of Moy 1éth or furnished
any tnformation whitch would permit the Director to tnvesticoate
the charoea made.
