The National Security Council, taking cognizance of the viclous covert activities of the USSR ani Communist China and the governments, parties and groups dominated by then (hereafter col- leotively referred tc as "International Commnism') to discredit and defest the aims and activities of the United States and other powers of the free world, determined, as set forth in NSC direc tives 10/2 ami 10/5, that, in the interests cf world peace and U. Se national security, the overt foreign activities of the U. Ss. Government should be supplemented by covert operations. 2. ‘The Central intelligence Agency had already bean charged by the National Security Counedl with conducting espionage and counterespionaye operations abroad. It therefore seemed desirable, fer operational reasons, oot to create a new agency for covert operations, but, subject to directives from the RSC, to place the responsibility for thea on the Central Intelligence Agency andi correlate them with espionage and counterespionage cperations under the over-all control of the nirestor of Central Tnatellirence. 3.
