Under the authority of Section 102 (d) (5) of the National Security act cf 1947, the National Security Council hereby directs that the Director of Central Intelligence shall be responsible for: %. “meuring, through designated representatives of the Secretary of State and cf the Secretary of nefense, that covert operations are planned and condueted in a manner con- sistent with United States foreign and military policies and with overt activities, and consulting with and obtaining ad- vice from the Operations Coordinating Board and other depart- ments or agencies as appropriate. b. Informing, through appropriate channels and on a need- to-know basis agencies of the J. S. Uevermmnt, beth at home and abroad (including diplomatic and military representatives) of much operations as will affect them. S.
