The nationally managed and centrally dnven CT and Cl programs offer the benefit
of consistent and focused guidance and direction SACs do, though, still retain

3. Consistent with legislative initiatives codified in the USA PATRIOT Act, the FBI has
outlined a new investigative strategy for terrorism cases known as the Model Counter-
terrorism Lavestigative Strategy (MCIS). How exactly are criminal and national security
cases integrated pursuant to this new strategy? How is this strategy being implemented at
FBI Headquarters and in the field?
Response:
In the past, investigators would have focused solely on sither intelligence
collection or criminal prosecution Recognizing that the long-term goa! ofan
international terronsm investigation is the development of mtelligence regarding
all aspects of the terrorist threat, the MCIS empowers field offices to utilize a
variety of means, ranging from non-enminal measures to prosecution, ta resolve a
threat, but emphasizes the need to conduct intelhgence investigations m order to
fully idenudy the nature and extent of the threat, its perpetrators, and hakages to
terrorist groups However, because of their nature, mtemational terronsm
mvestigations are nationally managed by CTD under the MCIS to ensure that field
offices coordinate with the appropnate CTD operational, analytical, reports
dissemination, and operational support units dung the course of each stage of an
investigaon.
4. Does this strategy incorporate domestic terrorism and international terrorism cases?
Response:
The MCIS apphes only to International Terrorism investigations. Consequently, it
doa not address domestic terrorism investigahons, which are conducted pursuant
to the Attomey General Guidelines on General Crimes.
