a: Oo. Memorandum for Mr. Rosen -5- . The total attendance at this program was approximately 60 or 65 including those listed on the program of addresses. With the exception of the reports made by Commander Carter of the Navy and Colonel Turner of the Army there was no substantial tndtcation of accomplishment toward the objectives of venereal disease represston and all of the other speakers dealt tn terms of mutual congratulation because of the degree of cooperation apparent. Vartous references were made by the speakers to the fact that much had been accomplished in the past 25 years toward the ~ objecttves of venereal disease repression but no solid facts were shown to bé résultant with the exception of a comment made by Elltott Ness to the effect that 20 years ago tt was tmpossible to mention the words syphtlis and gonorrhea in public, whereas today tt was quite possible. This was regarded as @ great advance by all members who commented thereon. With the exceptton of the exploston of Edward J. Kelly of the Rhode Island State Police above described, all those in attendance seemed to be on good terms on the surface at least. However, there was an obvious undercurrent of dissatisfaction on the part of the police tn attendance who evidently feel that on the oné hand their efforts to enforce local ordinances against prostitution are too frequently opposed by elements of personal or spectal tnterests in thetr localities and on the other feel that while spectal emphasis ts being given to such problems today and while they are being asked to more aggressively enforce anti— prostitution ordinances, they are betng deprived of their more able and capable personnel at the same time. During the meeting netther Taft nor Ness had anything to contribute of the nature which would console the police tn thts regard and after boiling down their remarks thetr only rolls were those of conctliators and back slappers. @ Respectfully, i U7 CSfy “Rk.
