I am particularly sensitive to the problems you must daily face from welt intentioned "civilians" who may wake your task more difficult. Because of tnat sensitivity, I was reluctant to send wy analyses without First checking with you. It would be inappropriate for me to attempt to establish my credentials to you, but I should indicate that in past work for another government agency, the methodology employed in reach- ing the conclusions which the enclosed report summarize nas been tested and found to have some utility. IT will not burden you with the computer print-outs which are the raw data upon which the report is based, however, should you wisn further information on that data or if I can be of further iielp, I should be pleased to try to be of service.
