Bates to cebhard@tenorandum @ RE: HEARNAP had weapons. This information was immediately furnished to supervisory personnel of the LAO who were establishing a joint command post with the LAPD during this period. At. approximately 5:00 pm, an individual was interviewed at a temporary FBI/LAPD command post and this person stated several white females, a white male, and a Negro male were in a residence located at 1466 East 54th Street. According to this person, these individuals were armed with automatic weapons and they had stated they were SLA members. This individual positively identified photographs of Donald David DeFreeze and Camilla Christine Hall as 2 of these individuals. Another individual provided substantially the same information at that time. At approximately 5:30 pm, the FBI/LAPD command post was established at the corner of 54th Street and Ascot Avenue. An immediate briefing was held between LAPD and FBI officials. In following through on preliminary raid plans established earlier that day, the FBI was to afford support to LAPD operations which in addition to field supervision of Assistant Director in Charge (ADIC) William A. Sullivan and SAC Elmer F.-Linberg included: a 5-man FBI SWAT Team; an Agent who handled a scent dog; and the remaining FBI Agents (115) were assigned to perimeter control positions, see attachment A. At 5:35 pm a raid plan was effected under the overall field command of the LAPD. The LAPD deployed two 8-man SWAT Teams and additional command personnel in the immediate area of 1466 East 54th Street, while the 5-man FBI SWAT Team took up position at 1445 East 54th Street which was approximately 60 yards away from the SLA pad. Another Agent was also in the immediate area at this time handling a scent dog, see attachment B. At the same time, LAPD SWAT Team members and uniformed officers of the LAPD were effecting their evacuation plan by notifying all residents encountered in a house-to-house survey working in a circular pattern away from 1462 and 1466 East 54th Street. Additionally, members of both LAPD. SWAT Teams orally warned occupants of neighboring houses and pedestrians to vacate the area. If residents refused to leave, they were instructed to lie down on the floor of their homes. No FBI personnel took part in the evacuation nor did they participate in oral warning statements for evacuation purposes. = ~2—
