At the 22 January 1961 briefing which the Agency gave for secretary Rusk and other Kennedy cabinet members, specific mention was made of plans for ex- tensive air strikes from the beginning through the end of the operation. At Secretary Rusk·s 16 April meeting with Mr. Bissell and General Cabell, both had spelled out the threat to the invasion shipping which would result should Castro's air arm not be destroyed. Moreover, the summary of White House meetings which General Gray had prepared for submission to the Taylor Committee noted with reference to a meeting of 5 April 1961; There was a very small meeting with the President where only Secretary McNamara, General Lemnitzer, and re- presentatives of State and CIA were present. At this meeting the general idea of fake defections and preliminary lair] strikes were discussed. The President indicated approval of the general idea but indicated that every- one should consider further measures overnight and there would be another meeting the following morning. 97/ General Gray's record of the meeting on 6 April--"the following morning"--specifically noted Secretary Rusk's presence. It also stated that: "The President questions whether or not a pre- 98/ lirninary {air] strike wasn't an alarm bell." 100
