and the negro rate 26 per thousand. It ts interesting to note here
that while the figure of 25 per thousand was quoted as the prevati-
ing rate for the past three or four months, I was informed te
January of this year by Major Robert Dyer of the Surgeon General's
office that the rate for the entire army at that time was approxt—
mately 38 per thousand per year while the rate for the dtr Corpse
alone was 38 per thousand. I suppose there ts some statistical
explanation for this diserepancy but I was unable to obtain any
tnformation in regard to tt. .
During the major portion of tha program I sat with
Colonel] Turner and engaged in conversation with him from time to
time, He stated he wos aware of the effective work being done by
the Bureau in tte white slave and May Act jurisdictions to counter-
oct prostitution ond was opprectative of tt. I took occasion ta
inform Colonel Turner of the up-to-date statistics of convictions
under the statutes.
The next speaker on the program was ElltotaWess who
actad as co-chatrman with Mr. Taft at the meeting and he praised

Agency which seems te embrace all avenues of activity. The burden

tien gove a short talk commending the program in general and
commenting on the advancement during his twenty-jftoe year assecta-
tion with the problem of venereal disease control.
Mr. Joseph T &MOwens of the Ivd.C.P. then gave a shert
involved statement tn hich he emphastzed the difficulties ~~
ancountered by police departments tn suppressing prostitution,
bringing out particularly the opposition encountered in the form
of owners'*property and stoting that police departments would be
only os effective as the publte wished them to be. He also .<
menttoned the difficulties encountered in police departments due
to the loss of expertenced personnel to the army by tnductton and
enlistment. He pointed out tn this connection that police
